This law requires forty percent of the available time to be spent on productive work and sixty percent doing lots of other useless non-productive things. It's a law practiced primarily in government departments and nationalized industries to protect successive layers of management from ending up in court with their careers on hold or in shreds. This fearful plight can only be avoided by creating acres of paperwork, allowing productivity to plummet and pretending not to despise all the sickening people, besotted with their own self-importance and/or self-righteousness whose demands must be heeded and whose authority must be recognized: power-crazed union leaders, politicians and overly sensitive sex, sexual orientation, race, ethnicity, diversity, faith, disability, age, gender, marital status, human rights and civil liberty activists.
